I believe the quest is bugged, but when I read about my options to correct this I am running into some confusion on my end. (In the quest log in my pipboy this appears as "Return to Overseer")
I am stuck on stage 200 of A Model Citizen, where Bardstow sits at her overseer terminal and only repeats the lines "I must make sure the desk terminal has everything I need" and "Give me a chance to consult the desk terminal". I am not an expert on using mods and recently switched back over to playing on PC after 10 years or so, so I apologize for the length of this post and if I've still not included information that's important to know.
